SUBSTR and SUBSTRING (ODBC compatible)

In OpenEdge Release 10.0B, the SUBSTR and SUBSTRING functions returned an error if the entered character field exceeded the SQL_WIDTH. OpenEdge Release 10.1A removes this limitation.
